The amount originally sanctioned was $200,000, to be repaid by instalments of $8000, $25,000, and further instalments. Sir J. Newry took another advance of $9000. This was noticed in the despatch "you/94" but of course was not sanctioned (except tacitly). Now, it appears that the draft as increased to something like $250,000, the Supplementary Estimate being proportionately $10,000.
This course is, I think, the naturally correct one, and in accordance with the spirit in which the advance was originally sanctioned. But it is not in accordance with the letter of the sanction given in the letter from Whitehall, which limited the advance to $200,000.
I would therefore prefer to notice the fact, without comment, in the despatch.

This minute has become somewhat lengthy in the attempt to comprise in one paper all the financial questions relating to the loan, as well as the discussion of the Supplementary Estimates. I have noted by marginal lines the points I would propose to touch on in the reply to the Governor.
